 I tested this on my machine and indeed, the problem persists.
 
 /root/#top -d1 | grep ipfw
   1447 root        1  54    0  6916K  1400K CPU1    0   3:31 100.00% ipfw
 
 /root/#uname -v
 FreeBSD 8.3-STABLE #1: Wed May  2 11:41:07 CEST 2012      
 root@freebsd-think-incycle.local:/usr/obj/usr/src/sys/GENERIC
 
 
 I checked it on a 9.0-RC1 i have around, same problem.
