Maybe you could put a PERL5_VERSION_REQUIRED = '$] >= 5.00401' in the p5-* ports as appropriate, then have a check in a standard rule somewhere that waves the chosen PERL5_PROG (or whatever) over it to decide if it's sufficient for handling the particular p5-* port?
