Alas, to create a package, you've got to build and install the port
somewhere. You could try setting the PREFIX to somewhere like
/var/tmp to avoid interfering with your live filesystems:
make PREFIX=/var/tmp package
but that probably means you'ld have to redirect the package back to
the correct place when you install it:
pkg_add -p /usr/local /path/to/your/package
and it does depend on the port being PREFIX clean.
Otherwise, you could do what the portbuild system does and go the
whole hog: set up a jailed environment as in the jail(8) man page
(including a clean install of the base system and a copy of the ports
tree) and do all your package builds in the jail environment.
