I'm not sure what else to change really.  Linux waits for up to 100
milliseconds if the ICR is stuck, but aside from that it uses the same set of
operations as in this patch.

Linux does increment an interrupt counter called "icr_read_retry_count" when it
thinks the ICR is stuck.  I'm not sure how it would export it, but perhaps you
can see if it is advertised somewhere?
