To my humble opinion, it's an error in the installation. At some point the install program asks you the timezone you're in... After you've done it, it asks if the clock is set to UTC. So maybe it's where the "feature"'s from. Also, check if there is a file named /etc/wall_cmos_clock. If not there should be one to indicate to your system that your clock is set to local time. This file is empty on my system. ( I'm not sure about this so you're better out with the handbook and/or the FAQ...)
