Restoring a system from tape without /usr being available.

Currently, mt(1) is in /usr/bin. I suggest to move it to /bin,
where it can be of use when restoring backups. Having to space
forward/backward on a tape drive with dd(1) and /dev/{n,}rsaX is
a nuisance. I suspect there are also systems out there where mt
is required to set drive modes (compression, density, etc) before
you can restore from tape.
Note that both NetBSD and OpenBSD have mt in /bin.
