If you running 4.6 you shouldn't upgrade your ports tree, upgrade to, at 
least 4.8 or stable first.

You can use portupgrade, it's in /usr/ports/sysutils/portupgrade but 
then again I would recommend upgrading FreeBSD to 4.8 or stable. You can
