Patch for xmlf90

Update MASTER_SITES to static release tarball [1]

Move to CMake, seems to be less fragile and it allows to patch relatively e=
asy
so include files are not installed in root of $LOCALBASE/include

Poduriere testport OK on 14.1 and 13.3

Builds fine with science/abinit given that include dir is included in port
Makefile in Poudriere on 14.1 13.3
