Recently, l10N'ed helpfile is available for Japanese, however, this port does not automatically install helpfile. I made a slight change for both OOo ports. However, according to http://www.openoffice.org/dev_docs/source/build_linux.html#BuildingLocalised one should stop somewhere and extract helpcontent, however, my experience(yes I know it is not a beautiful solution), just extract before full build is ok.
