Looks like it has, at least on some mirrors. On ftp.freebsd.org (aka wcarchive) the pub/FreeBSD/2.1.6-RELEASE directory has been chmod'ed 000. But there is no 2.1.7-RELEASE directory... It seems to be only on freefall.freebsd.org.
