If you have correct LC_* files, you should talk to FreeBSD team member responsible for l10n, (which is, according to http://www.freebsd.org/doc/en_US.ISO8859-1/articles/contributors/staff-wh= o.html Andrey) about official inclusion. I also suggest you to use freebsd-i18n@freebsd.org mailing list for that purpose.
