Thanks for the problem report.  Here is what is in the fxtv port Makefile:

    LIB_DEPENDS=    jpeg.9:${PORTSDIR}/graphics/jpeg-6b \
                    tiff.4:${PORTSDIR}/graphics/tiff34 \
                    Xaw3d.6:${PORTSDIR}/x11-toolkits/Xaw3d    \
                    Xpm.4:${PORTSDIR}/graphics/xpm

Fxtv doesn't use JPEG, but the latest TIFF apparently depends on it now.
So, fxtv must also.

On 3.0-RELEASE, it's "jpeg-6b".  On 3.0-STABLE, it's "jpeg".  On
4.0-current, it's "jpeg".  On 2.2.8, who knows -- the ports directory is empty.

I'd like to have one port that builds on all versions, particularly those
that are released (2.2.8 and 3.0).  So my basic question is, how to cook
this universal port?

1) Can I switch on some build variable, something like:

     ifeq ($(OS_VERSION),3.0-RELEASE)
         LIB_DEPENDS=    jpeg.9:${PORTSDIR}/graphics/jpeg-6b \
                         tiff.4:${PORTSDIR}/graphics/tiff34 \
                         Xaw3d.6:${PORTSDIR}/x11-toolkits/Xaw3d    \
                         Xpm.4:${PORTSDIR}/graphics/xpm
     else
         LIB_DEPENDS=    jpeg.9:${PORTSDIR}/graphics/jpeg \
                         tiff.4:${PORTSDIR}/graphics/tiff34 \
                         Xaw3d.6:${PORTSDIR}/x11-toolkits/Xaw3d    \
                         Xpm.4:${PORTSDIR}/graphics/xpm
     endif

2) Or can I just eliminate the jpeg LIB_DEPENDS entry?

   Maybe the ports system is smart enough to know that because I depend on
   TIFF, and TIFF depends on JPEG, then by transitivity I depend on JPEG (?).
   And it'll register the JPEG dependency appropriately.
