I'm also running a recent RELENG_4 build and those commands work for me. No
problems. My config looks something like the following:

interface "rl0" {
  send host-name "xxxxxxxx";
  request subnet-mask, routers;
  supersede host-name "michael";
  supersede domain-name "example.net";
  prepend domain-name-servers 127.0.0.1;
}
