I don't know that it should qualify as a build-tool? Well, IMHO for future releases probably yes - it's good to save space where you can, especially on the boot floppies. If Jordan can still fit the contents of the floppies for 3.1-R without it, then let's wait with this for the 4.0 - there are plans to merge floppy building code with picobsd anyway.
