When I build security/tor with the STATIC_TOR option enabled, the generated
package has an unneccesary dependency on security/openssl.

When I check the binaries produced (/usr/local/bin/tor etc) using `readelf -d`,
none are dynamic executables.

Marked this as ports infra as I suspect/expect this is something to do with
Mk/bsd.openssl.mk
