So, I think I have figured out the problem. The configuration file
/usr/local/etc/strongswan.d/charon/eap-radius.conf along with the plugin
library /usr/local/lib/ipsec/plugins/libstrongswan-eap-radius.so were a
leftover from an older strongswan installation.
These files are missing from both 5.9.11 and 5.9.13 packages, but surprisin=
gly
they were causing no issues with 5.9.11.
So, the whole issue is indeed a consequence of a local misconfiguration. So=
