I had tried booting from floppy, but, as you suggested, the trick was to remove the hard drive first (I didn't realize the bios would check the hard disk first even though I had "removable media" specified as the first boot device). IBM even provides on their website bootable floppy images of the latest bios, bless their pointy heads. Also, thanks to those of you who sympathized with my plight.
