New port for py-numpy2

Hi, all:

   Numpy-2.0.0 released. But it will break many ports which use numpy-1.*. I
believe py-numpy and py-numpy2 will co-exist in our portstree for a long ti=
me.
   I suggest we create py-numpy2 currently, mark it CONFLICTS_INSTALL with
py-numpy, and define PYNUMPY2 in Mk/Uses/python.mk.=20=20

   On my current-amd64 system, `make test` result:
   1 failed, 44255 passed, 4469 skipped, 2786 deselected, 58 xfailed, 5
xpassed, 21 warnings.

   Any suggestions ?
