Did you run the perl-after-upgrade script with the '-f' flag so it actually does anything? This symptom occurs when the pkg system thinks a package is installed (because there's an entry in /var/db/pkgs) but perl can't find the corresponding module, because it's in /usr/local/lib/perl5/site_perl/5.8.X with X !=3D 8. Forcing a reinstall of p5-Test-Harness would also work.
