Make options for audio backend works correctly

Hello!

As stated in the port options comment, libtgvoip can use PulseAudio or ALSA.
However, both of these libraries are listed as BUILD_DEPENDS and are forced=
 to
be installed on the system.

This patch to the Makefile fixes this problem. And also allows you to
completely disable support for voice calls, if not needed.
