Can we have electron9 back, please?

electron9 is needed by a number of applications, notably mattermost-desktop
(which we have a port of that we'd like to upstream).

It would be much better to keep electron9 and add electron11. There are many
breaking changes in 11 and several applications will stay on 9 for some time
still, as it's still supported.
