I believe this is caused by a problem [0] a level or two removed from
math/py-pandas. Some change in the ports infrastructure caused a change
in whether math/py-numpy installed an egg-info directory, which blinded
devel/py-setuptools27 (in this case) to the fact that the math/py-pandas
build dependency on math/py-numpy had been satisfied, which caused
${WRKSRC}/setup.py to try to satisfy it by installing math/py-numpy from
pypi, which isn't possible on pkg builder, which causes a failure in the
configure target of math/py-pandas, a work-around for which is offered
in [1]. However, I would have expected this to be fixed by the patch
committed under [0]. The fix must not have gotten in under the wire to
be picked up for this package building round.

If this is still a problem next week, I'll investigate further.
