Well, yes, you're right ... but ...

Given that we have nearly 25,000 ports and many (tens of? hundreds of?)
thousands of users, the pain of moving ports around has given most committers
pause.

My own theory (as repeated in many mailing lists postings) is that "categories"
are a terrible search mechanism.  FreshPorts or some other mechanism should be
recommended instead as a search function.
