Might it not also apply to news and comms, and possibly even www (for encoded
stuff)? Or does it really belong in misc?

Technically, uuencoded data is an archive because it can contain more than one
file. So there is a case for it being an archiver, but the same is probably not
true for all the other encodings.

Yes, I think mail or misc is best, but for different reasons.

mail because of most popular use.

misc because it is a general purpose encoder (typically for transmitting 8-bit
data over a 7-bit datapath).
