I think the spec says to only mark for update the atime of the file being interpreted (this might be done automagically by read()) and that the update may be done for other files read to perform the exec, so it is optional to do it for he interpreter. Exec in a library could easily involve reading lots of extra files. e.g., /etc/passwd, /etc/localtime and the directories containing them...
