I think I've found and fixed the bug that has caused this; an updated
kernel is available at:
http://people.FreeBSD.org/~tmm/kernel-pcidiag.bz2
(configured to be able to mount root over NFS).
This was also compiled with some options to turn on more diagnostics
output, so that I should be able to find out what is wrong if the fix
does not work.
