   It looks like the congestion was at the MCI->BBN_PaloAlto hop. Just FYI,
CRL is making some changes (adding some DS3 circuits, upgrading their
PB-NAP connection to OC3, and peering with BBN directly) that will improve
this situation dramatically. This should happen in the next 2-4 weeks.
