ID3v2 frames ain't MPEG frames (it's just a collision of terms), so no MP3 restriction apply to ID3v2 either. Curiously, www.id3.org a.k.a. www.id3v2.org is no longer available. The greedy mp3 patent holders may easily claim that looking at the values costs money, too. At least, that's the feeling I've got after taking a look at www.mp3licensing.com.
