I think I tracked the problem down.  It seems Mozilla 0.9.7 is pretty
thin when it comes to shipping locales.  It only comes with the US
locale.  Other locales are still being worked on.  If you set the locale
to C or en_US.ISO_8859-1, things work fine.

Language packs, when the become available, can be downloaded from
http://www.mozilla.org/projects/l10n/mlp_status.html#contrib.
