A better fix would be to use the sh(1) way of conditionally setting a
variable:

	sendmail_program=${sendmail_program:-/usr/sbin/sendmail}

Similarly for the rest of those ?= assignments.
AFAIK, the ?= assignment style works in make rules.
Perhaps that's where this came from :-)
