You can put a small capacitor on terminals of the "power switch".

The Power supply will "think" You pressed the power switch exactly after the AC Power comes up.

The capacitor may be about 1 uF to 10 uF, depends on Power Supply; You need some tests..

Of course, You need some hardware knowledge, specialy to *do not invert polarity of capacitor*. (with reverse polarity, some capacitors, will work for a while, but fails in 2 or 3 months...)
