Depends on exactly what's wrong, which we still don't really know. If you're really missing the man pages, it would certainly help. That's unlikely, though, since *something* would have had to delete them, and the upgrade process doesn't delete anything on its own. If you can have the manual source files (check 'ls /usr/share/man/man1/vi.*', then it's not the case. Check $MANPATH...
