There may be free scripts or templates out there on the web for you to download. My UNIX server (Cloud 9 Internet, Inc) implemented just such a password changing mechanism... probably because it got too bothersome to have people dial in via a terminal application or telnet in and have their non-UNIX account's shell be to just allow password changes.
