The leapseconds file is new in 11.0.  You need to download an up-to-date
version from the net -- there is a new periodic job that should do that
for you, controlled by these two variables both of which default as shown=
:

# 480.leapfile-ntpd
daily_ntpd_leapfile_enable=3D"YES"                    # Fetch NTP leapfil=
e
daily_ntpd_avoid_congestion=3D"YES"                   # Avoid congesting

or you can just run

  # service ntpd onefetch
