Hmmm... well, IMHO, if you are trying to chroot them into their directory
there is no point in giving them telnet access.  Fortunately, the company
I work for didn't start out giving out shell accounts.  My experience is
that if you give it, it's hard to take away :)

A non-technical answer to a technical question... but what the heck...
