You are probably right, but may not be completely so:

We had this problem in -current, sometimes between the end of October,
and the 12th of November.  It seems gone now, but the problem was from
a release build.

If Microsoft Built Cars:

There would be an "Engine Pro" with bigger turbos, but it would be
slower on most existing roads.
