The port doesn't NEED to regenerate anything - it just has the Makefile rules
to do so.  The patches/ directory has patches to both the autoconf input and
output files.  I think it's just a timing thing that ends up causing 'make' to
think that the output file needs to be regenerated.  Also, I believe that the
pending patch (ports/3992) to the port ought to fix the problem (as well as
updating the version of nmh supported by the port).
