My solution was to 'fix' the dependencies in the mod_php4 port. Edit Makefile, and look for BUILD_DEPENDS. Change the end of the line from apache13 to apache13-modssl or apache13-ssl, whichever you have installed. Same for mod_perl if you decide to install it.
