patch for astro/geographiclib

GeographicLib 2.2 has already been released.

Functions included in 1.52 have been split from 2.0.
I thought about combining them into one package, but gave up :)

The library name has been changed. (libGeographic -> libGeographicLib)
Option PREC5 broken has been resolved.
Option PREC5 seems to mix math/mpfrc++ GPLv3 codes, so LICENSE switches.
I think the rewrite of the other OPTIONS is going well :)
