You don't.  At the point this information is needed, there's no way to
resolve the name, since the name server isn't running.  Use IP
addresses instead.

That has nothing to do with IP addresses.

I suppose you're talking about ppp?  You need to make that clear.
Check the 'set timeout' parameter in /etc/ppp/ppp.conf.
