Upgrade to 1.10.11 and enable MPI by default

I=E2=80=99m working on a new version of french/aster (Code_Aster), and it u=
ses MPI by
default, therefore french/med (MED) and hdf5-110 must be built with MPI.

Since I=E2=80=99m there use the MPI helper.
