You can't do that.  ftpd uses chroot, which effectively sets the root 
directory for anonymous ftp sessions.  So you cannot link to anything 
outside of the root directory for ftp.  What you can do instead is change 
the root directory of ftp to be something else.  Then do the symlink that 
way.  I've simplified the process, but that should get your started.
