Investigate the use of the PR_FORM in the send-pr man page.  I haven't
actually sent a PR using that method, but it seems to bring up my custom
template in my editor OK.   (I prefer to copy my template to a named PR 
file, work on that, and then mail it off later.)  Generate your template
draft with "send-pr -P >template".
