Perhaps some permutation of the following?

pass in on $int_if route-to { ($ext1_if $ext1_gw) } round-robin from
$int_net to $ext1_net keep state

Where *_if is the interface name, *_gw is the gateway address, and *_net
is the subnet/mask of that interface.
