Can bsdlabel generate a bootable floppy image at all on Alpha?
I.e., can you do something like 'fdformat fd0', 'bsdlabel /dev/fd0 fd1440', 
'newfs -O1 /dev/fd0' and see if it will at least boot up and say that it 
can't find a loader?
