This now contains the following chapters: serialcomms, ppp-and-slip, mail, network-servers, and advanced-networking. This existed up until 3 years ago when it was combined with another to form the System Administration part. That part is now too large with over 15 chapters and needs to be split into two again. Also, add some descriptive text to introduce the chapters in this part.
