Have you followed all the directions in the handbook?  This takes you
through the steps interactively.  That way, you know all the parts
work and it is just a matter of getting the files right.

There is a good sequence of interactive steps in the man page, too.

You can use 'cu' to connect to the modem and try modem commands
interactively.  'at' should return 'OK'.  'atdt nnnnnnn' should dial
number nnnnnnn and echo any message.  I believe you can use atdt to
call to your ISP and see some text.  I can with netcom, although I did
not go beyond seeing I could dial and netcom would answer.  Look at
'man cu' for how to exit from cu.
