With the -fF option (the need to use -f with -F is undocumented), I end up with both the old and the new version installed. Portmanager and portmaster don't seem to support use of binary packages. Portupgrade doesn't understand PACKAGESITE which pkg_add does (it thinks : separates directories, so specifying an ftp:// site is impossible).
