Well, the kernel I work with for embedded stuff is under 16Kb if you don't want multi-tasking :-) It's actually only 4Kb minimum... even QNX/VxWorks ( the big competitors to NT in this case) are way under 1Mb if you run them stripped... take a look at www.qnx.com.
