Look at ftp://ftp.freebsd.org/pub/FreeBSD/releases/snapshots/alpha/19990206-SNAP/flo ppies Make disks of the kern.flp and mfsroot.flp. Start with the kern.flp floppy and it will ask for the mfsroot.flp when its ready. Then it looks like the i386 install.
